when i first checked out upcoming.org it did not seem to make sense to register because most events listed were in the USA or UK.
but of course now that habi has started using it makes sense for me as well.
and i do always make the same mistake with these types of things. all it takes is one local guy who starts to us it to make this a useful tool.

You can also try Lovento.com which focuses more on Europe and is available in english, german and spanish. Seems as if they have a lot of features (personalized XML-feeds, trackbacks, detailed descriptions, advanced rating).
